No idea what this building is actually called, but it's known colloquially as Gotham Tower due to it's unique top (not seen here).

This is called the State Law Building,It was completed in 1976 and in the early 1990's it went under a big renovation turning it into a shiny glass tower with the batman horns on the top.Before that it was just a plain-dull grey building.They did a very good job at renovating it :)
