Closeup of the Steamer Baskets
Here's a close up detail shot of the steamer baskets used on the balls.
Now we know the real reason council won't let you take things from the tip, they're collecting it all to make into art!

And if they're not steamer baskets, they've done an exceptional job at imitating them ;)
The dump was the best place to spend a few hours on a Sunday.
Does the BCC have these on display?
They're just sitting there in the square Louise, presumably a permanent art-fixture. Quite odd really, but once the building is properly finished, the photo ops will be much better - as you can see on the other shot, there's still construction in the background.
